NCCE Advances Reform, Digital Innovation and Leadership Excellence Between 15th and 22nd September, 2025

The National Commission for Colleges of Education (NCCE), under the dynamic leadership of its Executive Secretary, Professor Paulinus Chijioke Okwelle, recorded significant milestones in staff capacity building, digital transformation, and national recognition.

PMS Training (15th–18th September, 2025)


The Commission trained staff on the newly introduced Performance Management System (PMS), a reform tool of the Office of the Head of the Civil Service of the Federation, which replaces the Annual Performance Evaluation Report (APER). PMS is designed to strengthen accountability by cascading deliverables across all levels, setting clear job objectives, and aligning Key Results Areas (KRAs) with measurable Key Performance Indicators (KPIs). The Executive Secretary described the system as a transformative framework for driving efficiency and results in public service.

M&E Application Training (22nd September, 2025)


To advance the digitisation agenda, the ICT Department organized a training for staff of the Physical Planning and Development Department (PP&D) on the newly developed Monitoring and Evaluation (M&E) Application. In his welcome address, the Director, ICT, Dr. Pius Ekireghwo, explained that the application was refined through pilot testing and now offers real-time data, progress tracking, and structured reporting to ensure accountability in project execution.

He applauded the Executive Secretary for his consistent support, while Professor Okwelle, declaring the training open, urged staff to embrace digital tools for effective project monitoring.

South-South Education Award


Over the weekend, Professor Okwelle’s visionary leadership and sterling contributions to teacher education development earned him the South-South Pillar of Education Award by the Global Skills Hub, London, at a ceremony held on 20th September, 2025 in Port Harcourt.
