The National Commission for Colleges of Education (NCCE) is pleased to announce the commencement of the implementation of the Dual Mandate Policy across eligible Colleges of Education in Nigeria, marking a significant milestone in the transformation of the nation's teacher education system.
The Dual Mandate Policy empowers qualified Colleges of Education to award both the Nigeria Certificate in Education (NCE) and Bachelor's Degrees in Education concurrently, subject to the approval and accreditation of relevant academic programmes. The initiative is designed to expand access to quality teacher education, produce highly skilled professional educators, and strengthen the capacity of Colleges of Education to meet the evolving demands of Nigeria's education sector.
The implementation of the policy aligns with the Federal Government's commitment to improving teacher quality, increasing access to higher education, and ensuring that Colleges of Education remain globally competitive centres of excellence in teacher preparation.
Under the leadership of the Executive Secretary of the National Commission for Colleges of Education, Dr. (Mrs.) Angela Ajala, FNAE, the Commission remains committed to providing effective regulatory oversight, quality assurance, accreditation, and continuous support to all participating institutions to ensure successful implementation of the policy.

Eligible students can pursue a Bachelor's Degree in Education directly in approved Colleges of Education without necessarily transferring to a university.
