What is the Dual Mandate?

In broad and simple understanding, the Dual Mandate means:

Federal Colleges of Education can now run BOTH:

  • Nigeria Certificate in Education (NCE) programmes
  • Bachelor's Degree programmes (B.Ed., B.A.Ed., B.Sc.Ed., etc.)

Before now, Colleges of Education could mainly award only NCE certificates. If they wanted to award degrees, they had to affiliate with a university. The new law changed that.

What Exactly Changed?

The Federal Colleges of Education Act 2023, signed by President Bola Ahmed Tinubu, officially empowered Federal Colleges of Education to independently award education degrees while still continuing their NCE programmes. That is why it is called:

“Dual Mandate”

Two mandates: Train NCE teachers + Train Degree teachers

🎯 The Main Purpose of the Dual Mandate

1. Improve Teacher Quality
Especially in Science, Technical, Vocational & ICT Education. Produce higher qualified teachers.
2. Increase Access to Degree Education
Alternative pathway for Bachelor's Degrees in Education via Colleges of Education.
3. Revive Colleges of Education
Boost enrollment, public interest, and competitiveness against universities.
4. Remove Dependence on University Affiliations
Colleges independently run degree programmes once approved by NUC.

How the Structure Works

The preferred implementation model discussed by NCCE is a Continuous 5-Year NCE-to-Degree Structure:

Stage 1
3 years NCE programme
Stage 2
2 years Degree programme
Graduate
Both NCE + B.Ed.

After meeting requirements, students proceed to the additional 2 years and earn both certificates.
