NCCE Hosts Stakeholders to Drive Implementation of Ministerial Deliverables, Education Roadmap

In line with President Bola Ahmed Tinubu's Renewed Hope Agenda to transform the Nigerian education sector through accountability, access, and quality service delivery, the National Commission for Colleges of Education (NCCE) convened a one-day sensitization meeting with key stakeholders to accelerate the implementation of Ministerial Deliverables and the Education Sector Roadmap.
Held at the NCCE Conference Hall, the meeting brought together Provosts, Registrars, Union Leaders, and Desk Officers from Colleges of Education nationwide. The forum served as a platform to align institutional activities with the 25 Ministerial Deliverables and their associated Key Performance Indicators (KPIs), as outlined by the Federal Ministry of Education in collaboration with the Presidency.

In his welcome address, the Executive Secretary of the NCCE, Professor Paulinus Chijioke Okwelle, MNAE, emphasized the crucial role of the Colleges of Education sub-sector in advancing national education goals. “This meeting has become imperative, given the critical role of the NCCE and Colleges of Education in achieving the objectives of the performance bond signed by the Honourable Minister of Education with the Presidency,” he said. Professor Okwelle further assured that the Commission would strengthen its monitoring mechanisms to ensure no institution falls behind. “I am confident that, following this meeting, no College of Education will be found wanting in its quarterly reporting on the implementation of these deliverables,” Okwelle affirmed.

He concluded by urging all stakeholders to view their roles not just as administrative responsibilities but as essential contributions to national development. The meeting closed with renewed commitments to aligning college operations with the national agenda for educational reform.
Speaking during the session, the Permanent Secretary Federal Ministry of Education, Abel Olumuyiwa Enitan reiterated the Ministry's resolve to fully implement the Renewed Hope Agenda by ensuring measurable performance across all educational institutions. He explained that 25 Ministerial Deliverables, each with clearly defined Key Performance Indicators (KPIs), guide the Ministry's reform drive. “Some institutions have failed to meet reporting requirements, which affects national evaluation efforts. This meeting is to reemphasize compliance and institutional accountability,” he said.

Represented by Director of Educational Planning, Julie Uzor, he highlighted key priorities in the Education Roadmap (2024 to 2027), including expanding access through new Colleges and a dual mode policy allowing Colleges to award both NCE and B.Ed. degrees, reforming teacher education standards, and implementing the Nigerian Education Data Initiative (NEDI). “Colleges of Education are critical to this transformation and must play their part fully,” he added.
The Chairman, Committee of Federal Provosts, Dr. Ali Adamu, commended the NCCE and FME for their visionary roadmap, pledging the commitment of Federal Colleges of Education to support the implementation of ministerial deliverables through innovation and collaboration. In the same vein, Prof. Josephine Anene-Okeakwa, Provost of the College of Education (Technical), Asaba, stressed the importance of teacher education, urging institutions to follow the President's directives timely and accurate manner to ensure the success of the education sector.

Also, the Director of Colleges of Education at the Federal Ministry of Education, Dr. Uche Uba, welcomed the rollout of the initiative, praising NCCE's efforts in promoting teacher preparation and noting that the 15 approved Federal Colleges for the Dual Mode policy are working closely with the National Universities Commission (NUC) for a smooth transition.
Meanwhile, shortly after his speech, Professor Okwelle, in an interview with the press, disclosed that the Federal Government is set to implement the Dual Mode Policy beginning with the 2025/2026 academic session. He stated that arrangements have been concluded to admit students into various degree programmes in Colleges of Education across the country. The policy, he explained, is aimed at revitalizing teacher education by allowing Colleges to run both the Nigeria Certificate in Education (NCE) and Bachelor of Education (B.Ed.) programmes simultaneously.
The sensitisation meeting, however, benefited greatly from the expertise of Mr. Abiodun Abdullahi and Dr. Claris Ujam, who delivered insightful presentations on Performance Management in Public Service and Ministerial Deliverables and High-Impact Activities. Their depth of experience and clear, practical guidance provided participants with valuable tools to enhance institutional performance and align with national objectives.
